Capital Program Management provided total owner representation services and program management for the 3 project program including Hoover, Shades Valley and Alabaster Branches of the YMCA. CPM’s services to the Client included program refinement, procurement, including the facilitation of the tax exempt purchase approach and program, resource management and design and construction management.

The program was managed utilizing varying procurement methods:

  • Negotiated GC / CM Multi-prime
  • Negotiated GC / CM Multi-prime with direct owner managed prime contracts
  • Conventional design-bid-build, lump sum GC bid / owner prime contracts

Hoover Branch: Project consisted of a 64,000 sf conversion of an existing retail grocery complex into a new Family Branch of the YMCA to serve west metro Birmingham / City of Hoover. The project included a full service YMCA multi-recreational Branch facility offering all programs including an elevated running track, indoor gym/volleyball court, and an outdoor aquatics program. The second floor included an elevated running track, activity mezzanine area and meeting rooms.

Shades Valley Branch: Project consisted of the total renovation / re-configuration of the existing 48,404 sf facility, addition of 6,000 sf. The Shades Valley Y faced several operational and programmatic challenges with a facility facing deferred maintenance and renewal needs. The pool was aged, and parking under-sized for current needs. The pool was re-located into an un-utilized area of the site to and was replaced by expanded parking. The facility renewal included the interior of the facility under-going floor plan re-configuration providing new departments to meet modern fitness demands and a total re-configuration of customer flow. The physical upgrades included mechanical system renewals as well as a new roof system. The entire program was accomplished through several phases and temporary locker facilities to allow for on-going operations during the project. Interior features included expanded Aerobics, Strength Training, Cardio, Teen Room, Expanded Locker Rooms, and Reception.

Alabaster Branch: CPM provided total owner representation during all phases of the program. The project program included doubling the facility size to accommodate a new gymnasium as well as expanded locker room and exercise facilities. The second floor of the new facility is set aside for the Shelby County Day School Program. The project delivery method was design-bid-build; yet the design-build aquatics package was acquired separately and assigned to the bidding general contractors during the bidding process which gave the owner control of the design of this element while still leaving it under the GC’s responsibility.
